Remarks

EGNH AD 2.20  LOCAL AERODROME REGULATIONS

1  Airport Regulations
  1. The aerodrome is PPR for all aircraft movements. Prior permission must be obtained from ATC; this may be requested by:

    1. Arranging directly with ATC by telephone;

    2. Submitting a PPR form online https://www.blackpoolairport.com/ppr/; or

    3. Arranging through a based operator/handling agent.

    Note: Filing a flight plan does not constitute a PPR request.

  2. Aircraft using Blackpool Airport are recommended to carry third party insurance cover of not less than £5,000,000.

  3. Aircraft using Blackpool Airport do so in accordance with Blackpool Airport Terms and Conditions, a copy of which is available on application.

  4. All movements outside published hours and amendments to these must be notified to ATC and RFFS in advance, prior to 2100 (2000) on the day of operation.

  5. Parachuting is not permitted at Blackpool aerodrome.

  6. The wearing of high visibility clothing is mandatory for all personnel operating on the apron and manoeuvring areas, including flight crew.

  7. Diversion procedure: All operators are advised that before filing Blackpool as an alternate, they are required to have made arrangements for ground handling; this arrangement is subject to the agreement of the Airport Management. Nothing in this procedure shall, however, prevent an aircraft that has declared an emergency from landing.

  8. Mandatory handling is required for all aircraft >3000 KG. Handling requests to be submitted to handling agent, see AD 2.2-6.

  9. Any inbound aircraft requiring fuel are requested to advise ATC before landing.

2  Ground Movement
  1. When requesting start-up, pilots should give the full callsign, type and location. Aircraft must be ready in all respects to start before calling on the appropriate frequency.

  2. If within 30 minutes of a previously issued CTOT the flight is unable to comply with that CTOT, the pilot should advise Blackpool ATC (via the handling agent if needed) as soon as possible.

  3. Parking for visiting aircraft is provided on the Main Apron. The northern extremity of the parking area is bounded by a 2 M high fence, marshaller assistance is available if requested by pilot. Additional parking available on Stand 1 or with based executive handling agencies.

  4. Taxiing and parking on grass areas prohibited.

  5. AVGAS pumps are located to the western side of the main apron; aircraft should approach the pumps so that they are facing south, on the eastern side of the fuel farm.

  6. Authorised vehicles operate between holding point B3 and the Main Apron without ATC clearance.

3  CAT II/III Operations

4  Warnings
  1. Potential for misidentification. Warton Aerodrome is approximately 6 miles to the South East of Blackpool Airport and has a similar layout. The approach paths for the two main instrument runways at Warton (RWY 25) and Blackpool (RWY 28) cross each other approximately 8 NM from Blackpool and 3 NM from Warton. All pilots are reminded to exercise caution as misidentification is common. Ensure you have the correct Aerodrome in sight before committing to your approach.   2. Damage to the grass areas to the edge of paved surfaces caused by rabbits.

  3. Pink Foot Goose activity is present in the vicinity of Blackpool from September to April. Skeins range from 10 to 500 birds but can be in significantly larger quantities. Most activity takes place in daylight but the birds may be present at any time of day or night up to 2,000 AMSL. Route is generally North-South or South-North anywhere up to 4 KM East of the aerodrome. Goose activity affects Runway 10 climbout/28 approach and potentially 13 climbout/31 approach. ATC will normally attempt to pass warnings of detected birds.

  4. Intermittent transiting Gulls crossing Runway 28 North to South and South to North from midpoint to 28 approach are possible all year round, but are most likely from April to September. Bird control is on site 7 days per week to deal with this potential hazard. Thermalling Gulls are sometimes present above an established nesting site 1000 M due North of the ARP April to September. These Gulls thermal above the site to various heights in hot weather or when disturbed by helicopters. The thermalling activity usually remains outside the approach to any of the runways currently in use. It may infringe on GA circuits or low level helicopter traffic transiting directly over this area.

  5. Large flocks of Starlings may be encountered in the vicinity of the airport especially to the East and North West but are controlled to the point where only smaller flocks of 1 to 50 are encountered on the airfield itself. These birds are controlled by bird patrols and grass management. Peak period is around May.

  6. Pilots, especially rotary wing, should, where possible, avoid overflying a liquid petroleum gas storage facility located at 534643N 0030126W (022 degrees True range 850 M from ARP).

  7. Category A Police and Air Ambulance flights can take place at the aerodrome H24. Pilots should afford these flight priority where possible subject to the Rules of the Air Regulations and flight safety.

  8. Non standard helicopter landing lighting installed adjacent to H North (SW of Control Tower), this system is strictly reserved for emergency service helicopter operations outside normal aerodrome hours.

5  Helicopter Operations
  1. Three helicopter aiming points in the grass areas marked with an 'H':

    1. H NORTH - 534631.4183N 0030226.2817W (Approx. 160 M South West of the ATC Tower);

    2. H EAST - 534632.7491N 0030211.7586W (Approx. 160 M South East of the ATC Tower, light helicopters maximum 2.6 Tonnes);

    3. H SOUTH - 534611.0326N 0030208.3570W (Approx. 355 M South of Holding Point D2).

  2. Procedures

    1. Air taxiing on apron areas is not permitted except with authorisation from ATC. Marshaller available on request.

    2. All training must be booked through ATC. The filing of a flight plan does not constitute compliance.

6  Use of Runways
  1. Runways 13/31 are not available for use during night time hours. Available for Daylight use only.

  2. Right hand circuits are in force for Runways 28 and 31.

  3. Unless an AOC holder has less restrictive minima, take-offs in RVR less than 400 M will not be permitted as Runway 10/28 is not equipped with centre-line lighting.

7  Training
  1. All instrument training must be booked through ATC. The filing of a flight plan does not constitute compliance.

EGNH AD 2.21  NOISE ABATEMENT PROCEDURES

  1. All aircraft are to be operated in such a manner as to cause the least possible disturbance to surrounding residential areas.

  2. Every operator of turbo-jet/turbo-fan aircraft shall ensure at all times that aircraft are operated in a manner calculated to cause the least disturbance practicable in areas surrounding the airport.

  3. The following noise routeings shall apply to departing turbo-jet/turbo-fan aircraft:

    1. Runways 10 and 28 - Climb straight ahead to at least 1500 FT AMSL before turning onto course;

    2. Runway 13/31 is NOT available for turbo-jet/turbo-fan engine aircraft except when weather conditions preclude the use of Runway 10/28.

    Note: The above routeings are compatible with normal ATC practice. In individual cases they may be varied owing to operational circumstances. The use of the Noise Preferential Routeings specified above is supplementary to the noise abatement take-off techniques detailed in Operations Manuals.

  4. These requirements may at any time be departed from to the extent necessary for avoiding immediate danger.

3  Visual Reference Points (VRP)
  1. Pilots approaching Blackpool from a southerly direction under VFR must always contact Warton LARS 129.530 MHz in the first instance during their notified hours of operation.

  2. During the notified hours of Warton Radar, VFR traffic departing Blackpool in a southerly direction should anticipate departure instructions to route via St Anne's Pier, then Southport Pier, not above altitude 1,500 FT AMSL until clear of Warton MATZ.
